Peter is Nottinghamshire Healthcare NHS Trust Professor of Mental Health Law in the School of Law and at the Institute of Mental Health at the University of Nottingham.

He was expert advisor to the House of Lords ad hoc committee on the Implementation of the Mental Capacity Act 2005 from 2013-14, was an expert witness to the Joint Scrutiny Committee of the House of Commons and House of Lords on the Mental Health Bill in 2005, and served on the human rights topic group for the Wessely review of the Mental Health Act (2018).

For the Council of Europe, he has been an advisor on mental health law matters in Armenia (2018), Serbia (2017-18), Georgia (2014-15) and Bosnia (2007-10). He served on the board of the Mental Disability Advocacy Center, a Budapest-based human rights organization, from 2005-2011, and as chair from 2007-2011.
