Lucy is a Wellcome senior research fellow and lecturer in law at Cardiff University.  

Lucy is currently researching problems of empowerment under mental capacity law and writing a book about deprivation of liberty in community settings. Lucy holds a PhD in law (Exeter University), and an MSc (Bristol University) and BA (Oxford University) in Psychology and Philosophy. Prior to her PhD in law she worked in a range of health and social care settings.

She was an expert witness to the Joint Committee the Human Rights inquiry into the Right to Freedom and Safety (2018) and a member of the human rights topic group for the Wessely review of the Mental Health Act (2018).  She writes a blog about mental capacity, social care and human rights law, The Small Places.
